Create a 'by user' dashboard

By user dashboards are more complex and require a few additional steps and rules.

A by user dashboard is a dashboard that will be created for each user alias in the system. These act like staff performance dashboards.

Eg. You have 3 staff members Dr X, Dr Y and Nurse Z and you want to create a dashboard that has only their invoiced ultrasound and conversion. This can be done automatically by creating a by user dashboard and then clicking the 'update user performance dashboards' button in the setup wizard.

For this to happen, the following steps must be followed:

1. Each relevant report row must have a by staff groups filter
2. User staff groups must be added to dashboard scope
3. When configuring a dashboard, tick the "Personalized" box and add the relevant  [user_staffgroup] variable, followed by the name of the dashboard
